I have a Zenith 36IVE fitted to my 1973 slant engine, this carb has fixed calibration screw.
My Question is what is the difference between the two carbs apart from the fixed screw? And should I replace it with the 36IV carb?

Zenith 36IVE can be made into a 36IV by removing the anti-tamper sleeve fitted to the volume control screw: remove screw, discard sleeve, refit screw then adjust idling mixture when engine is at its normal operating temperature.

If the anti-tamper sleeve has a metal cap (which would be amazing) then lever it from the sleeve with a sharp pointed tool.
